The Members explored the measures that could be followed to try and alleviate the problem and for an action plan to be put in place to seek funding to carry out works if feasible to ensure that the problems do not reoccur in the future.

On 18th February, Offaly County Council received communications from the Department of Justice and Equality regarding the signing of a contract for the provision of an accommodation centre for applicants for international protection at the former Marian Hostel Centre in Tullamore, County Offaly.

Following same, a meeting took place on the 20th February at the office of Offaly County Council. Representatives from Bridgestock Care Ltd, the company who own the Centre and have been contracted to manage same, were also in attendance. The meeting provided an opportunity for the exchange of information with regard to the proposal. Members expressed their serious concerns in relation to a number of issues, particularly in relation to the lack of information and engagement in advance of the announcement.

Discussions centred around the location and extent of facilities to be provided and also arrangements for support services in terms of health, education and integration.

Details were also discussed in relation to the number of persons to be accommodated, the commencement of the arrival process, phasing and management arrangements. These concerns and queries were made from both a local perspective and also with due regard for asylum seekers who will be placed in the centre.

It was noted that the asylum seekers will be welcomed to Tullamore and that every effort will be made to assist in their settling and integration in the town. However, the Members dissatisfaction with regard to engagement and information in advance of the announcement was re-iterated. The Offaly competition has grown significantly since it started 12 months ago and we now have 28 primary schools participating in the competition with students from every corner of the county represented. The priority rating assigned to a particular route also has an associated stated level of service to be delivered on the route. The person involved is a serial dumper and we have taken 7 prosecutions against him, some of which are on-going. There has been a huge amount of time, resources and administration spent on pursuing this individual. In our most recent case on Friday in Athlone Court, the defendant failed to appear following the execution of a bench warrant.

The Judge, clearly intolerant of illegal dumping and time wasting, imposed an 8 week prison sentence. The defendant is due in court at the end of the month for another case of illegal dumping. This highlights that both the public and the Council will not accept the blight on its countryside by irresponsible individuals and will take action to combat same. Unnecessary travel during periods of severe weather should be avoided if at all possible. Those taking to the roads should do so with due care and attention considering the conditions to be encountered. Road users should not assume that roads included in the winter service plan have been treated and are free of ice at all times.

Motorists and pedestrians are requested to make themselves aware of the Road Safety Authorities guide to driving in winter conditions. Regular updates will be available during severe weather periods on www.

The works to High Street and Bridge Street will involve the undergrounding of the existing overhead wires together with the removal of existing poles. The existing street lighting will be replaced with new feature light poles.

The existing footpath will be replaced and widened at particular locations. Road reconstruction and surfacing will also be undertaken on a phased basis. To facilitate the works on High Street and Bridge Street it will be necessary to restrict traffic to a One-Way Outbound traffic management system.

It will not be possible to facilitate on-street carparking, while the one-way system is in operation.
